6.1 NCDs: Global strategy and action plan

In accordance with resolution WHA61.14, the Director-General reports every two years to the World Health Assembly, through the Board, on the progress in implementing the action plan for the global strategy for the prevention and control of noncommunicable diseases. The Health Assembly in resolution WHA63.14 also requested that progress report to include information on the implementation of the set of recommendations on the marketing of foods and non-alcoholic beverages to children. An account of progress in both areas is provided.

Document EB130/7 provides an overview of progress in implementing the action plan for the global strategy for the prevention and control of noncommunicable diseases that was endorsed by the Sixtyfirst World Health Assembly in May 2008 (resolution WHA61.14).

The previous progress report covering the period 2008–2009 was considered by the Sixty-third World Health Assembly; the 

present report refers to the period 2010–2011. 
The action plan has six objectives: (1) to raise the priority accorded to noncommunicable diseases in development work at global and national levels, and to integrate prevention and control of such diseases into policies across all government departments; (2) to establish and strengthen national policies and plans for the prevention and control of noncommunicable diseases; (3) to promote interventions to reduce the main shared modifiable risk factors for  noncommunicable diseases: tobacco use, unhealthy diets, physical inactivity and harmful use of alcohol; (4) to promote research for the prevention and control of noncommunicable diseases; (5) to promote partnerships for the prevention and control of noncommunicable diseases; and (6) to monitor noncommunicable diseases and their determinants and evaluate progress at the national, regional and global levels.
