Member states were invited to reflect upon the WHA65 just concluded.

MS were generally positive. Some highlights:
- Cuba critical of limited time for interventions
- General support for the Traffic Lights although recognition that balance is needed between inclusiveness and discipline
- Maldives highlighted need for earlier and more substantive briefings for small countries on the agenda
- Timor L'Este suggests exploration of modern communication technologies to support consultation with far away countries
- Estonia critical of late evening session, "No public health issues deserve to be discussed at 9 p.m"
- DG emphasises the need for greater trust to make the Assembly flow
