Resolution WHA64.10 (WHA64, 2011) urged Member States to strengthen health emergency and disaster risk-management programmes; called on Member States and donors to allocate sufficient resources for this purpose; and requested the Director-General to ensure that WHO had enhanced capacity to provide the necessary technical guidance and support.
The progress report 18D (A66/27) reports that member states are working to strengthen capacity (although unevenly) and that the Secretariat is providing guidance and support. However, the report notes that disaster preparedness is seriously underfunded.
